Kathryn Silcox, deputy attorney general in Pennsylvania, has brought a civil lawsuit against Trinity Southern University, an online university based in Plano, Texas, alleging consumer fraud and illegal e-mail marketing. Silcox brought the suit after her cat received an MBA from the online university. Silcox became involved after Microsoft contacted attorneys general in different states regarding spam messages. She filled out the university's requested self-evaluation and applied for a $299 bachelor's degree using the cat's name. The life experience noted on the form was sufficient not only for a bachelor's degree but also an MBA for an additional $100, according to the university. Silcox paid $99 for a copy of the transcript, which indicated that her cat had taken four semesters' worth of business classes.

FEDS NO LONGER RECOGNIZING BOGUS DEGREES
Following an investigation by the General Accounting Office (GAO), the federal
government's Office of Personnel Management (OPM) has announced a new policy of
not recognizing degrees from diploma mills. The GAO report identified several
hundred federal employees, including some high-level officials, who had reported
earning degrees from unaccredited institutions. Kay Coles James, director of
OPM, sent a memo to all federal managers stating that diplomas from degree mills
cannot be used in applying for any federal job, obtaining salary increases, or
receiving tuition reimbursement. The memo stated, in part, "You may not send
employees to diploma mills for degree training or any other form of
education.... You may not use your authority to repay student loans if the
degree is from a diploma mill." According to the OPM, diploma mills are
institutions that are unaccredited or that award degrees with little or no
coursework.

O Escritório Geral de Contabilidade (EGC) do governo dos EUA divulgou esta semana resultados de uma investigação sobre as "fábricas de diplomas". De acordo com o relatório, centenas de funcionários públicos federais incluiram em seus curriculos titulações obtidas em fábricas de diplomas. O EGC encontrou 28 funcionários graduados que tinham titulações de fábricas de diplomas e 463 funcionários que incluiram em suas qualificações titulações de instituições sem certificação. Os dados obtidos de duas instituições não credenciadas mostrou que US$ 170.000 de fundos educacionais do governo foram usados nessas escolas.
A investigação foi encomendada pelo Comitê de Assuntos Governamentais do Senado. A senadora Susan Collins (republicana de Maine), presidente do Comitê, tinha começado a analisar as fábricas de diplomas havia dois anos. De acordo com Collins, há "clara evidência de que dólares dos contribuintes estão sendo gastos em titulações falsas obtidas de instituições não credenciadas, que nem sequer são conhecidas pelo governo federal".

LA PAZ - O Ministério da Educação da Bolívia fechou a Universidade del Sur (Unisur), de Cochabamba, após constatar a venda de certificados a estudantes brasileiros e bolivianos que não estavam inscritos e não frequentavam as aulas. O ministro Tito Hoz de Vila disse que a "Unisur vendia certificados a pessoas que não estavam inscritas, especialmente brasileiros em cursos de medicina e odontologia".
